A Claude agent for HR tickets is an AI system that reads every employee request (leave, certificates, health cover, pay, mobility), answers it by citing the applicable agreement or policy, prepares simple requests and routes the others to the right contact. It operates in the green zone on general questions and switches to the orange zone as soon as an individual file is involved.

Can an AI agent answer employee questions on its own?
Yes, for general questions whose answer sits in your agreements, work rules or policies: the agent answers in the green zone and cites its source. As soon as a request touches an individual file or a sensitive situation, it hands over to an HR contact.
Is an HR agent a high-risk system under the EU AI Act?
An agent that answers questions and prepares administrative requests is not listed as such in Annex III. Annex III covers, among other things, recruitment and decisions on working conditions, promotion, termination or employee evaluation, with obligations applying from 2 December 2027; the agent stays out of those decisions. Since 2 August 2026, however, employees must be told they are interacting with an AI (article 50).
Do we need to involve employee representatives?
Depending on the country, yes. In France, companies with at least 50 employees must inform and consult the CSE on the introduction of new technologies (Labour Code, article L2312-8); in Germany, works councils have co-determination rights over technical systems designed to monitor employee behaviour or performance (Works Constitution Act, section 87). We plan for it in the project with your HR and legal teams.
How is employees’ personal data protected?
The agent only accesses the information a request requires, under your access controls, and every lookup is traced. Health-related requests, a special category of data under article 9 of the GDPR, go to an HR contact rather than to the agent. In France, the CNIL’s reference framework on personnel management serves as the baseline for scoping.
Does the agent integrate with our HRIS?
Yes. It connects to your HRIS, your HR ticketing tool and your knowledge base through their APIs or MCP connectors, under your access controls.
