Comparing Claude and ChatGPT for enterprise means setting Anthropic against OpenAI on what a CIO signs for: where data is processed, which certifications cover the service, how agents connect to internal systems, what tokens cost and which tools employees use daily. Our verdict: Claude for regulated business agents, ChatGPT for visual creation.

First published on 17 June 2026, this article was updated on 17 September 2026, after both model line-ups and the EU AI Act timetable changed. Koneetiv is an official Anthropic partner and deploys only Claude, which is our interest in this comparison. Facts cited come from public sources (vendors, cloud providers, the European Commission, Gartner, the press, law firms) checked on 16 and 17 September 2026, and our views as a consultancy are flagged as such.

The question keeps coming back to executive committees: for my critical business processes, do I go with Claude or with ChatGPT? The comparison splits it into eight dimensions, each with its own verdict, before a recommendation by company profile.

The frame

Leaving consumer sites aside, we compare the enterprise platforms, the foundation models and the delivery ecosystem, with a verdict per dimension and a weighting that is yours to set.

Anthropic's line-up in September 2026

According to Anthropic's documentation, Claude Opus 5 is the recommended starting point for most workloads. Claude Fable 5.1 targets demanding reasoning and long-horizon agentic work, Claude Sonnet 5 the best combination of speed and intelligence, and Claude Haiku 4.5 high volumes. Claude is available through Anthropic's API, Amazon Bedrock, Google Cloud and Microsoft Foundry, and to employees through the Claude Team and Claude Enterprise plans.

OpenAI's line-up in September 2026

OpenAI released GPT-6 Astra on 3 September 2026, and its developer documentation describes it as the company's most capable model, built for the hardest end-to-end work. The GPT-5.6 family (Sol, Terra and Luna) sits below it. These models are available through the OpenAI API, through Microsoft Foundry on Azure for part of the catalogue, and through Amazon Bedrock, where OpenAI's frontier models, in limited preview from 28 April 2026, have been available to all customers since 1 June (GPT-6 Astra since 8 September), while employees use ChatGPT Business or Enterprise.

Dimension 1: governance and security

Anthropic lists SOC 2 Type I and Type II, ISO 27001:2022, ISO/IEC 42001:2023 (obtained in January 2025) and a HIPAA-ready configuration with a BAA (Privacy Center page updated on 16 March 2026). By default, it does not train its models on data from its commercial products, the API included. Constitutional AI, its training method, and its Responsible Scaling Policy frame how its models are developed.

OpenAI's trust portal lists SOC 2 Type 2, SOC 3, ISO/IEC 27001, 27017, 27018, 27701 and 42001, CSA STAR and PCI DSS. API data is excluded from training unless the customer opts in, and OpenAI's safety approach rests on the Model Spec and the Preparedness Framework.

Verdict: technical parity, since both vendors share a SOC 2, ISO 27001 and ISO 42001 baseline, to which OpenAI adds further standards on its portal. In front of a CISO or DPO in a regulated sector, we find Anthropic's case easier to make.

Dimension 2: AI Act compliance and data in Europe

What the Digital Omnibus changed in the timetable

According to the European Commission, the AI Omnibus entered into force on 27 July 2026: high-risk rules for Annex III systems apply from 2 December 2027, rules for product-embedded systems (Annex I) from 2 August 2028, and transparency obligations have applied since August 2026. Our page on EU AI Act compliance covers each deadline.

Where requests are processed

On processing location, Anthropic and OpenAI take different routes:

Verdict: parity, with an outcome that depends on the channel. OpenAI has the edge on the direct API and on Azure, Claude on Bedrock, where OpenAI's frontier models have no EU profile. On documentation, Anthropic maintains a Transparency Hub and OpenAI a Deployment Safety Hub. For high-risk systems, our default remains Claude on Bedrock with the EU profile, running Sonnet 5 or Opus 5 under the AWS contract and security perimeter.

Dimension 3: reasoning and long context

On context length, the two line-ups are level: one million tokens for Claude Fable 5.1, Opus 5 and Sonnet 5, and 1.05 million for GPT-6 Astra and the GPT-5.6 family. Anthropic bills the full window at standard rates on its recent models, whereas OpenAI has a more expensive long-context price list. Window size no longer separates the two vendors on large document sets.

How to test both on your own processes

On long agentic workflows (financial close, enhanced KYC, contract review), the main risk is drift between steps: a forgotten constraint, a repeated tool call, a poor recovery after an error. Anthropic positions Fable 5.1 on this ground, and Astra, released on 3 September, still has little track record. The method we recommend:

Verdict: for agents with many steps, our preference as a consultancy is Claude, to be checked on your own cases. On Bedrock in Europe that means Sonnet 5 or Opus 5, because Fable 5.1 is only served there through global routing.

Dimension 4: hallucinations and factual reliability

In legal, compliance, finance or healthcare, a hallucination is an operational risk, and the best defence is architectural: make the model answer from supplied documents and require it to cite them. The citations feature of Anthropic's API returns, for each claim, the exact passage that supports it, on the Claude API as well as on Bedrock, Google Cloud and Microsoft Foundry.

Hallucination rates are best measured on your own corpus, with the evaluation set described above, and generic league tables say little about your cases.

LOOP™ trust zones as a safeguard

The LOOP™ methodology places each agent action in one of four zones, graded by confidence:

Verdict: in our practice, Claude has the edge on regulated use cases once the architecture enforces citations, a native API feature that follows the model onto all three clouds.

Dimension 5: tools and the agentic ecosystem (MCP)

Anthropic open-sourced the Model Context Protocol on 25 November 2024, then donated it on 9 December 2025 to the Agentic AI Foundation, hosted by the Linux Foundation and co-founded with Block and OpenAI. The announcement cites adoption by ChatGPT, Cursor, Gemini, Microsoft Copilot and Visual Studio Code. MCP has become common ground for both vendors, which moves the lock-in risk elsewhere.

On tooling, the offers look like this:

Both vendors therefore offer hosted agents, and lock-in now sits in that execution layer, with its memory, permissions and scheduling. Keeping prompts, MCP tools and evaluation sets outside that layer lets you switch models without a rewrite, as our piece on AI model lock-in explains.

Verdict: parity on capabilities. For a Claude agent in production, we advise keeping control of the orchestration layer and handing a hosted service only what can easily be moved out again.

Dimension 6: price and total cost

Public price lists on 17 September 2026

Public price lists in dollars per million tokens (input, then output), checked on the vendors' sites on 17 September 2026:

Both vendors charge a premium for regional processing and charge less for tokens read back from the cache: 0.25 dollars per million for Fable 5.1, against 1 dollar for Astra.

Where the cost gap opens

For short context, Fable 5.1 and GPT-6 Astra carry the same base price, while caching and long context set them apart. In our view, the total cost of ownership of an agent is decided elsewhere: orchestration and retrieval, integration with internal systems, governance and compliance, and long-term operations. Relate each cost line to the completed task, then track real consumption once the agent is live, which the cost view of Claude Cockpit provides.

Verdict: parity on top-end base prices, and, in our view, the gap comes from integration, governance and cost per task.

Dimension 7: partner ecosystem in France

OpenAI opened its first office in continental Europe, in Paris, on 14 November 2024, and Anthropic announced offices in Paris and Munich on 7 November 2025. In 2026, Anthropic launched its partner programme on 12 March and published tiers on 3 June based on certified practitioners, production deployments and public customer references. OpenAI opened its own partner network in June.

For a European buyer, the useful question is therefore the partner's specialisation and its ability to keep an agent running in production. Our guide on how to choose a Claude integrator lists criteria to check before signing.

Our analysis of the Claude integrator market in France describes the profiles on offer.

Verdict: both vendors now run structured networks, and, in our view, the advantage lies with the partner you choose, its specialisation and its verifiable references. Koneetiv has chosen to be a pure-play Claude integration partner, with one vendor and LOOP™ governance on every agent.

Dimension 8: product and employee use

On the creative workspace, ChatGPT keeps a lead worth acknowledging: OpenAI has its own image generation models (the GPT Image range), and Claude does not generate photos or illustrations, according to its help centre page updated on 16 March 2026.

Claude Enterprise focuses on in-depth work: Projects, Artifacts, Skills, MCP connectors and Cowork, which admins can enable to delegate multi-step tasks to Claude. On 17 April 2026 Anthropic launched Claude Design, a research preview for Pro, Max, Team and Enterprise subscribers that produces designs, prototypes and slides. For developers, Claude Code for enterprise remains, in our view, the most mature agentic use.

Verdict: in our view, ChatGPT wins on visual creation and marketing, and Claude on technical, legal and analytical work.

Summary of the comparison

In our view, Claude leads on agents with many steps and on regulated use cases with enforced citations, ChatGPT on visual creation and on the direct API, which has a European region. The two are level on their certification baseline, top-end base prices, MCP, hosted agents and partners; data location in Europe depends on the cloud you choose.

Final recommendation by profile

Banking, insurance, healthcare, public sector, legal: Claude

Heavy regulation, near-zero tolerance for hallucinations, high-risk obligations from 2 December 2027 (2 August 2028 for AI embedded in a regulated product such as a medical device, which falls under Annex I). Our default stack is Claude Sonnet 5 or Opus 5 on Bedrock with the EU profile, deployed through Claude Ops, our five-phase industrialisation programme.

Industry, retail, B2B services: Claude first, ChatGPT alongside

Claude runs the production agents (customer service, Document Intelligence, procurement, compliance) and ChatGPT covers marketing and creative work, in an architecture that routes each use case to the right model.

Tech, SaaS, scale-ups, product teams: Claude Code and ChatGPT

Claude Code is rolled out at scale with CIO Boost (repositories classified by sensitivity, CI/CD integration, team training, tracking per squad), and ChatGPT serves as the general-purpose workspace.

Marketing, communications, creative: ChatGPT first

Image generation puts OpenAI ahead today. Claude complements it on long-form writing, strategic analysis and, with Claude Design, mock-ups and slides.

Multi-model, for most large groups

For most large groups, the right answer in our view is both, in an architecture that can switch models: Claude for critical production agents, ChatGPT for creative work and everyday assistance, and open models (Llama or Mistral families) where cost or maximum sovereignty comes first.

Where to start

Gartner predicted in 2025 that more than 40% of agentic AI projects would be cancelled by the end of 2027. The causes it cites (escalating costs, unclear business value, inadequate risk controls) come down to scoping and governance.
